Who are EU-Equated and Non-EU Citizens?

For the purpose of university course admission, students are classified based on both their citizenship and their status in accordance with Italian immigration regulations (Art. 39, par. 5 of Legislative Decree No. 286/1998).

EU-Citizens

Individuals are considered EU citizens if they:

  • Hold citizenship from one of the European Union countries (Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia, Slovenia, Spain, Sweden, Hungary) or from one of these countries: Norway, Iceland, Liechtenstein, Switzerland, and the Republic of San Marino;
  • Have dual citizenship, one of which is from an EU country.

EU-Equated Citizens

The following individuals are considered equivalent to EU citizens for university admission purposes:

  • Non-EU nationals who hold an EU long-term residence permit.
  • Non-EU nationals with an Italian residence permit for employment (both salaried and self-employed), family reasons, asylum, subsidiary protection, religious reasons, and those covered under Arts. 18, 18-bis, 20-bis, 22, par. 12-quater, and 42-bis of Legislative Decree No. 286/1998, as well as holders of a residence permit issued under Art. 32, par. 3 of Legislative Decree No. 25/2008.
  • Non-EU nationals who have been legally residing in Italy for at least one year and have obtained a high school diploma in Italy.
  • Non-EU nationals, regardless of where they reside, who possess final diplomas from Italian schools abroad or from foreign or international schools operating in Italy or abroad, subject to bilateral agreements or special regulations for the recognition of educational qualifications, and who meet the general conditions required for entry for study purposes.

Non-EU Citizens

Individuals are considered non-EU citizens if they hold citizenship from a non-EU country and reside outside of Italy, or do not meet the above criteria for being considered EU-Equated citizens.
